Montgomery College, Office of Financial Aid, Central Services, has a need for two full-time Financial Aid Specialists. The work schedule is Monday – Friday, between 8:30 a. m to 5:00 p.m. Some nights and weekends maybe required.

Duties include but are not limited to:

Required Qualifications:

The School of Medicine and Health Sciences (SMHS) Office of Financial Assistance serves the M.D. student population and supports the values and mission of the SMHS and the University. The functions of the office include: helping students to finance their education, providing financial literacy programming, managing scholarship programs, counseling, and working with offices within the SMHS, GWU and outside agencies such as the Department of Education, national and regional associations to improve service to our students.
This Assistant Director Financial Aid position provides advice, counsel, and exceptional service in processing complex financial aid requests in accordance with university and federal guidelines. The core responsibilities of this role are to work closely with management to support the team, to evaluate and analyze financial information submitted by applicants to determine eligibility for assistance and to determine the appropriate award for scholarships, grants, and college work-study, to address initial escalations, and to counsel and advise applicants and parents about available financial aid opportunities.
This position will also lead some technical aspects of the financial aid programs and provide reporting to management, will collaborate with management to implement short- and long-term goals, and will process and package requests for financial aid. This position may also investigate complex financial aid/loan discrepancies and student accounts for accuracy, evaluate students’ academic performance to ensure satisfactory academic progress, and respond to inquiries and research and resolve problems. Often this role serves as an escalation point for complex issues/concerns, providing operational coaching with less senior members and often works with leadership to evaluate policies, implement changes, as well as forecasting projections.
· Analyze and Determine Eligibility for Financial Aid Packaging. Exercises professional judgement in performing needs analysis, verification, and eligibility confirmations when approving/evaluating financial aid awards, and provides input on financial aid appeals. Manages the escalation of packaging problems and appeals
· Investigates discrepancies in student application and accounts for accuracy and responds to inquiries to resolve problems. Counsels and advises students, parents and staff on financial matters and escalates issues as needed to leadership.
· Evaluates student performance to monitor federal loan compliance with regard to student satisfactory academic progress (SAP). Counsels students and documents their understanding of SAP requirements.
· Manages Physician Assistant and Post-Baccalaureate Program outreach and special projects as needed.
· Maintains expertise in all areas of financial aid to ensure the office can plan and react positively to changing federal, state and institutional policies that affect student financial assistance. Incumbent is required to participate in state, regional and/or national associations as a contributing member.
· Collaborates with management on short- and long-term goals as well as evaluating policies, implementing changes, forecasts projections.
· Provides coaching to less senior staff members.
· Manages technical aspects of the FAMS programs and reports to management.

Specific Duties and Responsibilities
· As part of the FAD leadership team, implements college policies and procedures for designated areas of student financial assistance, including satisfactory academic progress, verification, college awards (grants/scholarships), state awards, the processing of all educational loans and monitoring the Pell Grant program.
· Ensures a high level of customer service is upheld throughout the office to include in person, phone and e-mail.

· Reconciles FWS program earnings to ensure CSM remains compliant with ED regulations including community service and tutoring requirements.
· Primary verification specialist, responsible for processing of financial aid applications selected for verification and ensuring compliance with ED verification processing requirements.
· Maintains contact with faculty, department chairs, and staff relating to the Financial Aid. Works closely with the Registrar, Admissions, Bursar, Athletic offices.
· Involved with professional organizations to maintain updated material as it relates to Financial Aid.
· Ensures coordinated services to students as a member of the Student Equity and Success division.

The Functional Coordinator for the Office of Financial Aid is directly responsible for student information system setup (SIS), processes, and procedures in Oracle PeopleSoft 9.2 Campus Solutions for the Office of Financial Aid (OFA). • Develops, maintains and runs queries, resolving identified discrepancies between Federal, State, Institutional, and Private scholarship, grant, and loan databases to ensure the integrity of financial aid disbursements, reconciliation and reporting
• Responsible for troubleshooting disbursement error reports to resolve student issues in Oracle and external systems
Coordinates monthly state and federal drawdowns with University Comptroller
Conduct appropriate research and analysis of Financial Aid policy issues, and be fully informed as to federal and state regulation so that same is imparted accurately to staff. Ensure that all office policies and awarding practices are within the federal and state regulatory requirements and guidelines.
Communicate with campus community and external audiences regarding financial aid programs and services. Assist Admission Offices and other department with recruitment, retention activities and special events. Schedule staff to be available for special events such as Admissions recruitment programs, off-site recruitment events, evening and weekend recruitment sessions, etc.
Required Education:
Bachelor’s Degree in Accounting, Finance, Business or other related field/discipline
Required Experience:
Five years of progressively responsible experience in financial aid, with some experience involving personnel supervision. Experience within an ERP system environment.
Preferred Education:
Master’s Degree in Accounting, Finance, Business or other closely related field/discipline
Preferred Experience:
Demonstrated experience with managing projects in higher education. Experience with the Oracle PeopleSoft Campus Solutions financial aid module in a public 4-year higher education institution. Experience with document imaging and other administrative support systems. Experience working with MHEC programs.
Required Knowledge, Skills and Abilities:
Knowledge and demonstrated ability to manage Title IV financial aid programs with an emphasis on compliance and reconciliation through the Common Origination and Disbursement (COD) interface. Must possess a solid understanding of and ability to adapt to changing federal and state regulations. Must be able to effectively communicate complex ideas to various audiences. Must have effective task and time management abilities. Ability to manage multiple projects to meet deadlines is critical. Ability to provide training, support and development of a professional team that delivers high quality customer service. Ability to develop relationships with internal technology professionals and external vendors to ensure the continuation of essential services and compliance with University, state, and federal security policies.

JOB SUMMARY
Towson University (TU) is one of the nation’s top 100 public universities. The Associate Director - Systems & Technology will serve as the Financial Aid administrator of the university’s automated Student Administration System (PeopleSoft). Develop and enhance automated business processes to improve the delivery of financial aid. Develop functional specifications for software customizations and test all new Financial Aid software functionality, customizations, and upgrades. Serve as Financial Aid functional lead on on-going software maintenance and software upgrade projects.
RESPONSIBILITIES
Serve as Financial Aid administrator of the university’s financial aid system.
· Build, maintain, and modify all Financial Aid system tables and rules.
· Analyze system performance within the Financial Aid Office. Troubleshoot and resolve Financial Aid system issues.
· Work with Office of Technology Services and Oracle to resolve Financial Aid system issues. Includes researching issues, determining the cause of issues. Submit OTS help tickets and Oracle Service requests when issues require updates from OTS or Oracle.
· Develop various PeopleSoft queries and Access programs to support financial aid business activities.
· Test all software upgrades and modifications.
· Build, schedule, and maintain all Financial Aid PeopleSoft jobs.
· Update job parameters and specifications for each aid year or term as needed.
· Develop functional specifications for software customizations, and work with OTS staff to develop, test, and implement these customizations.
· Analyze software functionality and develop new automated business processes based on software capabilities.
· Develop and maintain all security roles and permissions for Financial Aid staff and other employees accessing financial aid data.
Serve as Financial Aid functional lead on software maintenance and upgrade projects.
· Document all Financial Aid business processes and reports
· Receive PeopleSoft training
· Prepare Test Scripts to be used to test all functionality
· Coordinate and participate in meetings to review software functionality
· Build any new setup required
· Analyze, and test new software
· Train office staff on new software
Develop, maintain, and modify automated financial aid award packaging equations and plans used for mass packaging of financial aid awards.
· Develop automated packaging equations and plans based on the University’s packaging philosophy and goals and Federal and State guidelines.
· Update and modify these equations and plans each year or as needed.
· Test the mass packaging process to ensure students are being packaged according to Federal guidelines and university requirements.
· Develop and execute all business processes associated with mass packaging.
Develop and enhance automated business processes.
· Analyze software functionality and develop new automated business processes based on software capabilities and office needs.
· Collaborate with other members of management team to refine and improve office procedures.
· Work with offices to ensure effective interactions between the aid system and other university systems.
Manage the Technology Unit and supervise the Assistant Director for Federal Loans & Pell Grants and the Information Technology Data Control Clerk.
QUALIFICATIONS AND SKILLS
· Bachelor’s Degree
· Four years of financial aid experience.
· Knowledge and experience administering Financial Aid software systems.
· Knowledge of the Department of Education Electronic Data Systems.
· Knowledge of financial aid office policies and procedures and aid program regulations including Federal Direct Loan, Federal Pell Grant, Federal Campus based programs, and state and university program guidelines.
· Excellent problem-solving and critical thinking skills.
· Must be able to multitask and prioritize work.
· Excellent customer service, teamwork, and communications skills.
· Strongly prefer candidates with experience administering Oracle PeopleSoft Campus Solutions financial aid system.
Telework may be available for this position up to two days per week following the completion of 90 days of service in good standing.
