    Manager of Audit and Compliance

    Office of Financial Aid and Scholarships

     

    The University of Maryland, Baltimore County (UMBC) is seeking a Manager of Audit and Compliance for the Office of Financial Aid and Scholarships. As a memberof the management team the Manager of Audit and Compliance will be primarily responsible for managing staff who perform functions within the Office of Financial Aid and Scholarships as they relate to the accuracy of processed files. The Manger will be responsible for making decisions regarding staff adherence to new and established policies/procedures concerning the eligibility for need-based and merit financial aid awards. In addition, the Manager will also be responsible for recommending appropriate updates/changes to departmental practices.

    The incumbent is responsible for ensuring the accurate awarding of federal, state and institutional funds, acting as a resource regarding changes to federal, state, institutional and departmental policies, and contributing to the effectiveness of information disseminated to staff and clients. The coordination of these tasks is supported through a variety of duties that include: supervising the Audit and Compliance Unit; performing quality assurance reviews; supervising the Return of Title IV (R2T4) process for the university; managing the compilation, editing and maintenance of the department's policy and procedures manual; supervising the maintenance of the OFAS Business Continuity Dashboard; reviewing federal registers, announcements and other financial aid resources; serving on departmental, division, institutional and professional association committees and serving as back up for duties assigned to the unit. The incumbent will also make recommendations regarding the improvement of office processes based on regulatory changes and best practices. This position will perform other duties as assigned.

    This position requires:

    ·         Bachelor's Degree and at least four years of progressive experience within a financial aid office preferably performing direct administration of Federal, state and institutional financial aid programs.

    ·         Expert knowledge of verification, student eligibility requirements as well as institutional eligibility requirements and administrative capability

    ·         The candidate will have the ability to multi-task in a fast paced environment and be able to evaluate and assess areas of conflict and coordinate resolution

    ·         The candidate must exhibit a strong commitment for innovation as demonstrated by their ability to be proactive, change agents, dynamic, universal (far-reaching), forward-thinking, strategic, and collaborative

    ·         One year of direct supervisory experience required.

    Salisbury University is seeking qualified applicants for the position of Associate Director of Financial Aid.

    Primary Job Duties:  Provides leadership and guidance to the staff of financial aid with regards to policies and procedures governing the Title IV and processes. Process originations and disbursements of federal aid programs through Common Origination and Disbursement (COD) including Direct Loans, PLUS loans, Pell and TEACH grants.  In addition, this position oversees the Satisfactory Academic Progress (SAP) process, Federal Verification process, Special Circumstances Appeals process and the Return to Title IV calculation process.

    Minimum Qualifications:  (5) five to (7) seven years of related experience and a Bachelor’s degree in a business or related field.

    Preferred Qualifications:  Accounting and/or finance experience preferred.

    The Support Analyst is primarily responsible for providing functional support to users, prospective users, and resellers of PowerFAIDS – a financial aid management software product. The Support Analyst/Sr. Support Analyst will deliver customer-centric technical and functional support including on-site, in-house and telephone assistance, training, and guidance in the use of PowerFAIDS. The Support Analyst will also be responsible for close collaboration with the program team, particularly UAT.

    What you’ll do

    Provides technical and functional support services to end users, product staff, and field staff. Responsible for responding to client inquiries regarding PowerFAIDS functionality, including all aspects of operating and configuring the product in a variety of technical environments.

    • Effectively communicate with clients, pre and post contract initiation, to help them understand how to use the products properly and provide guidance on how best to use the software to implement the required financial aid policy and procedures to support the determination and delivery of federal and institutional aid to students.
    • Records, track, and document all incoming support requests and the problem-solving process for actions taken through to the final resolution.

    • Debugs user problems by replicating and documenting client errors in-house, research and identify corrective actions, and reporting software anomalies to quality assurance, product management, training, and implementation staff.
    • Assists with the review and testing of system enhancements to ensure it conforms to program regulations, need analysis methodologies, functional specifications, and financial aid office policies and procedures.
    • Participates in cross-functional discussions and business requirements reviews to ensure that software changes are understood in order to assist in UAT testing activities as needed.

    Develops training offerings that are designed to boost customer knowledge and encourage maximum usage of the PowerFAIDS system. Responsible for collaborating with a variety of internal and external stakeholders for the purpose of refining and updating existing offerings and designing new training offerings as the system grows.

    • Creates and maintains instructional materials for hands-on, online, and recorded training.
    • Delivers training and maintains records of training activities to monitor the efficiency and effectiveness of training offerings.
    • Analyzes training survey feedback to assess customer training needs and to provide input on decisions for new training goals and objectives.
    • Participates in cross-functional discussions and release notes reviews to ensure that software changes are understood in order to provide training internally or externally as needed.
    • Provides recommendations on how training should be structured and integrated across technological solutions to maximize impact of the training.

     About you

     Bachelor’s Degree required. Minimum 2-4 years of experience in financial aid administration required.

    • 2-3 years of experience working with a financial aid software system, usage of PowerFAIDS is a plus.
    • Customer service experience and ability to work in a team setting are preferred.
    • This position requires a technically inclined, process and detail oriented individual with strong organizational skills and ability to suggest changes in software support processes based on observations.

    The Office of Student Financial Assistance is also responsible for counseling students and parents on their options for making a CUA education affordable and for aiding in the university’s recruitment and retention efforts. The incumbent is a second tier resource to assist counselors in assessing and resolving complex financial aid issues. He/she is responsible for the overall program administration of one or more institutional and or federal aid programs or processes. He or she manages a predefined caseload of undergraduate and graduate financial aid applicants and recipients and ensures that the information provided to students is in compliance with Federal, State and university policies and regulations. 

    Counsels students/families on the availability and types of financial aid, eligibility, application procedures, the aid delivery process, cost and the requirements necessary to insure that financial aid funds are disbursed. Works with the Office of Student Financial Assistance team to meet objectives and to achieve long-range goals within the FA budget. Prepare reports as necessary. Provide excellent customer service.


    • Responsible for the overall program administration of one or more institutional and or federal aid programs or processes. Keep abreast of all financial aid Policies and Procedures.

    • Evaluates unusual/mitigating circumstances documentation or appeal information provided by the student and or parent; exercises professional judgment by making adjustment or revisions to cost, contributions, need or dependency status, SAP status, as exceptions to the prescribed process/policy.
    • Analyze various system generated reports such as Enrollment Credit Audit, Authorization and Disbursement report, Over-award audit, to verify continued compliance and eligibility of students receiving aid under federal, state and institutional guidelines; notifies students of changes in eligibility of awards and alternatives to amend situation.

     

    Bachelor’s degree and a minimum of one (2) years of experience (student work, work study or internship experience included) in student personnel administration, preferably in financial aid or college admissions.

    In lieu of Bachelor’s degree, a High School diploma/G.E.D. equivalent and five (5) years of experience in financial aid office in higher ed. will be considered. Experience must include work with a student population. Working knowledge of Title IV regulations and federal financial aid needs analysis is strongly preferred. Working knowledge of COD, EdConnect, NSLDS is preferred.

    Experience with public speaking to include presentations is preferred. Working knowledge of Microsoft Word and Excel. Experience using a student information system (PeopleSoft preferred) is required.

    • Use comprehensive knowledge of applicable laws and regulations, including Title IV, to interpret rules and regulations as needed.

    Required Qualifications:

    • Bachelor’s degree in Counseling, Education, Business Administration, or a related field.

    • At least three years (trainee level) of experience in financial aid.   The position at a grade 27 requires five years of experience in financial aid.

    • Skill in interpersonal relations (including serving a diverse community) with ability to effectively communicate, verbally and in writing, and work effectively with others within and outside of the institution.
    • Skill in the use of student financial aid data management systems and computer applications including Microsoft Office Suite software appropriate for the duties assigned.

    Please Note:  We are willing to consider candidates who possess at least three years of experience in a financial aid office.  In this situation, a candidate would be hired at a trainee level (one pay grade lower) and would remain at the trainee level for two years or until such time they have completed the training successfully.

    Summary/Objective

    This position is an integral part of the university’s financial aid office. The incumbent is responsible for ensuring the highest levels of service to current and prospective students and parents.  The counselor determines the financial aid eligibility of all students and assures compliance with federal and institutional guidelines. Additionally, the counselor advises current students, prospective students, parents, and colleagues regarding federal, state and institutional financial assistance programs.

    • Financial Aid Counselors report directly to an Assistant Director

    • Commensurate with experience

    Required Education and Experience

    • Bachelor's degree
    • At least one years experience in financial aid counseling in a large volume, multiprogram environment
    • Associate degree and 5 years financial aid working experience can be substituted for the bachelor's degree requirement
    • Excellent verbal and written communication skills

    Salisbury University is seeking qualified applicants for the position of Financial Aid Coordinator. 

    Primary Job Duties:  Serves as liaison to various offices on-campus such as the Registrar and University Analysis, Reporting & Assessment to ensure enrollment and financial aid reporting requirements for NSLDS and IPEDS.  Coordinates the Title IV reconciliation process. Counsels students and families regarding the financial aid process; processes federal loan change requests and PLUS loans, and change of enrollment impacts on financial aid packages. Serves as liaison with Foundation and assists with coordination of foundation scholarships.

    Minimum Qualifications:  Three-five years of related experience and a Bachelor’s degree in a Business or related field.

    Must be detail oriented and have excellent interpersonal, customer service, organization and planning, prioritization, problem solving, follow through, time management, and oral and written communication skills.  Also, must be flexible and possess the ability to successfully handle multiple tasks/projects simultaneously and work well under pressure, work independently and in a team-oriented environment.  Proficiency with Microsoft Office Suite is required. 

    Preferred Qualifications:  Accounting or Finance experience preferred. 

    This is a full-time, exempt, State position with a full benefits package.  Salary will be commensurate with experience and qualifications.
